Cyclist smacked with doping ban

For the second time in as many days, the United States Anti-Doping Agency has suspended an American athlete for a banned substance violation.
US cyclist Scott Moninger was banned one year by the American Arbitration Association and North American Court of Arbitration for Sport for testing positive at a competition in Boulder, Colorado, on August 10.
The agency announced a lifetime banishment for snowboarder Chad Otterstrom after a second positive test for the stimulant methylphenadite, a drug some experts consider stronger than cocaine.
Moninger, 36, tested positive for 19-norandrosterone, a prohibited anabolic agent under Union Cycliste International rules.
USA Cycling will impose the sanction, the sixth of the year handed down by the anti-doping group.
Because he was suspended October 6, Moninger's ban concludes October 5.
However, he was disqualified from his third-place finish at the event and was fined 700 Swiss Francs, in accordance with UCI rules.
